Pender County Is Growing Exponentially And Searching For An Innovative County Manager To Lead The County Through Multiple Projects And Challenges. The County Manager’s Office Oversees The Operations Of 25 County Departments And Programs Pursuant To The Policies, Ordinances And Directives Adopted By The Board Of Commissioners. The County Manager Is The Chief Executive Officer And Is Appointed By And Serves At The Pleasure Of The Board. This Position Has The Responsibility Of Implementing Policies And Procedures Of The Board, Delivering Services, Managing Daily Operations, And Appointing Department Directors. The County Manager Must Have Thorough Knowledge Of Methods, Procedures, And Policies Of County Government Operations As It Pertains To The Performance Of The Essential Functions Of This Position. Essential Functions Include But Are Not Limited To: • Provide Administrative Leadership To Department Directors Ensuring Efficient And Effective Delivery Of County Services. • Serves As The Budget Officer And Prepares The County’s Annual Operating Budget And Capital Plan, Including Monitoring Actual Revenues And Expenditures Compared To The Adopted Budget. • Submit Regular Reports To The Commissioners On The County’s Financial And Operational Performance And Other Key Initiatives. • Provides Advice To The Commissioners On Policy, Strategic Planning, Legal Matters And Makes Recommendations Regarding New Programs, Services And Initiatives. • Research And Gather Information On County Issues Or Opportunities To Provide Thorough And Objective Recommendations To The Board. • Formulate Proposals And Initiatives That Enhance County Operations Through Knowledge Of Modern Public Administrative Management. • Serve As Facilitator And Collaborator Between County Government And Citizens, Community Groups And Other Public Agencies. Starting Salary Will Be Competitive And Negotiable Based On The Qualifications And Experience Of The Individual Selected. The Minimum Salary Begins At $132,618.39. The County Has A Generous Benefits Package, Including Participation In The North Carolina Local Government Retirement System. Residency Within Pender County Is Required For This Position Within 12 Months From The Date Of Initial Employment. Qualifications Requirements Include A Bachelor’s Degree In Business Administration, Public Administration Or A Closely Related Field Supplemented By Extensive Experience In Management, Budgeting, And Personnel Administration.
